We've used both. 2C in second grade, and Grade 3 in third. We did not use cursive over our summer break, and A. Is writing-averse, so we're doing his work in manuscript for 3rd grade and re-doing the cursive teaching with ZB3. After we finish ZB3 I plan to use Presidential Penmanship's grade 3 level to get him more comfortable in cursive, and then start doing WWE &c in cursive. The skills are similar. 2C uses bigger lines and smaller words.
Either could be your cursive program if you maintain and extend the skills after using them. I'd suggest printing out some of the sample pages for the child; and if you want to transition to cursive as the child's school handwriting, be sure to maintain the skills with either the next level of ZB or with copywork/handwriting work.
I would not move a child from 2C to the entire Grade 3 program unless you are re-teaching the skills (or unless you plan to zoom through it, or just use the end part), it will be largely the same teaching.
